The minimap has some left over zones from the CNC era, showing zones that are captured by Cops, Bikers, and Gang members
It also supports multiple owners at once, the gif below had no code altered, and it cycles through each state without any code just by setting all 3 owners.
The below image is from a now-deleted developer profile showing off a UI, it is similar, but there are some differences (and there is only some territories remaining) but its clearly for the same pupose
